Introduction
As the largest city in the WILMAPCO region, Wilmington is a major job center, and efficient public transit is vital to maintain the fiscal health of the City, spur economic development, preserve air quality and improve community access to the most densely concentrated area in New Castle County. However, the Downtown faces a number of transportation challenges including intersection conflicts, automobile and bus congestion, and impediments to nonmotorized mobility.
The focus of Wilmington Transit Moving Forward is to seek meaningful public input on public transit improvements within Downtown Wilmington. The project team will utilize this public effort in the Evaluation, Prioritization and Implementation of recommendations from the State Smart Transportation Initiative (SSTI) Study (summary below). This effort will result in a series of implementable recommendations for transit improvements that will have been vetted through comprehensive public outreach. Advisory Group Meetings with Downtown stakeholders and public workshops will be held throughout the process to ensure that these recommendations will have the necessary public outreach for consensus support. The outreach program will allow the project team to gather information from the public regarding their needs and concerns with the transportation system. At the completion of this study, a technical report will be prepared, to clearly document the outcomes.

Recent Studies
New Castle County Transit Origin-Destination Study, 2014 (14.5MB)
The New Castle County Transit Origin‐Destination Study aims to assist in better understanding the travel behavior of existing DART First State transit customers. In April 2013, the Delaware Department of Transportation
(DelDOT) and the Delaware Transit Corporation (DTC) released a report prepared by the State Smart Transportation Initiative (SSTI) titled Reimagining a Legacy Transit System: Lessons from Wilmington, Delaware. The SSTI report recommended that DTC and DelDOT improve the quality of transit data by completing an origin‐destination study and a
boarding and alighting survey. Both of these new data sets are presented in this report.
State Smart Transportation Initiative (SSTI) Report, 2013 (2.15MB)
The SSTI report was commissioned by the Delaware Transit Corporation (DTC) and the Delaware Department of Transportation (DelDOT) as a follow-up to WILMAPCO’s Wilmington Downtown Circulation Study, which included several recommendations to improve transit service. The SSTI study was designed to build on those recommendations and develop solutions that would be feasible and implementable. The study makes recommendations for improving current system operations and points out directions that can help position DART to function as an integral part of the city’s and region’s transportation system.
Downtown Wilmington Circulation Study, 2011 (5.3MB)
The Downtown Circulation Study is an update to the original 1997 Downtown Transportation Study and includes significant developments that have occurred recently. The updated circulation model addressed the effects that growth within the Downtown area have had on the transportation system, and evaluated all modes of transportation with the goal of making each mode more efficient for users. Two key recommendations were to re-examine the function of Rodney Square as a center for bus operations and to address downtown Wilmington bus alignments.
Downtown Wilmington Transportation Study, 1997
As a result of the Wilmington Initiatives, the Downtown Wilmington Transportation Study was completed in August of 1997 and evaluated circulation along all major routes within the Downtown. The study recommended a series of multimodal improvements that were to be implemented within the Downtown to better serve transportation needs, while mitigating traffic congestion and facilitating transit-oriented growth within the City.
